PM: Promote racial harmony

KUALA LUMPUR: Datuk Seri Najib Tun Razak has repeated his late father's call for the legal community to dedicate themselves to the promotion of racial harmony.

The Prime Minister, quoting excerpts from Tun Abdul Razak's speech at the first Malaysian Law Conference in 1971, said Malaysian society had unfortunately become fragmented and polarised, therefore a “new synthesis” must be sought.

“To replace the communal groupings of the past, we look to other groups to be the new bridge for greater understanding and cooperation,” Najib said in his opening address at the International Malaysia Law Conference 2012 yesterday.

On this note, he urged the legal community which already possesses multi-racial unity and transcends race, religion and political affiliations “to devote your earnest attention and dedicate yourselves to the promotion of racial harmony to achieve national unity”.

Second phase of GTP to see 100,000 law enforcers joining forces

THE second phase of the Government Transformation Programme (GTP), or GTP 2.0, will see about 100,000 law enforcers from various agencies joining forces to combat crime.

The Reducing Crime National Key Result Area laboratory has targeted 47,000 police personnel and the rest from other enforcement agencies such as Rela and the Malaysian Civil Defence Department to be deployed whenever needed.

According to assistant lab leader Asst Supt Fatimah Abdul Hamid, the number of crime hotspots will be increased from four to six, with Kedah and Perak joining Selangor, Kuala Lumpur, Johor and Penang.

On preventing burglaries, she said police presence would be increased in residential areas since some 150 housing estates around the country have experienced a high rate of break-ins, including in Johor Baru, Petaling Jaya, Alor Setar and Butterworth.

Page 49 of the Crime GTP 2.0 Lab Report states that vehicles theft constitutes, to be exact, 54% of the crime index for 2011.

Car parks at malls to be rated

PETALING JAYA: Car parks at shopping centres will be rated according to the level of security it offers and will be ranked in a league system.

Minister in the Prime Minister's Department Datuk Seri Idris Jala said a “Car Park League Table” will challenge the management of shopping malls to ensure the security of their shoppers.

This was in light of a growing concern among shoppers that mall car parks are unsafe following a spate of assault and snatch theft cases.

“We are exploring the idea of establishing a Car Park League Table that will challenge car park operators to beef up their security and be more diligent in ensuring public safety,” said the Performance and Management Delivery Unit (Pemandu) chief executive officer.

Pemandu, together with the Home Ministry had recently engaged the Malaysian Retailers Association and Malaysian Parking Association to gather their feedback on the Safer Parking initiative.

Home Ministry, police to implement benchmarking policing strategy

The Home Ministry and Royal Malaysia Police (PDRM) plans to implement the World Class Policing (WCP) strategy this year as part of the Government Transformation Programme (GTP) towards providing the public with better policing services.

Home Minister Datuk Seri Hishammuddin Tun Hussein (pic) said WCP, a benchmarking exercise, would monitor inputs and outcomes of the local police in comparison with the police forces in countries like the United Kingdom, United States, Japan and Hong Kong.

He said WCP would serve as a guideline for top police officers and policy makers as to what should be improved and which key areas to be prioritised.

“We'll adopt the best practices and discard outdated approaches to policing,” he said.

Hishammuddin noted that in 2011, police recorded a drop of 11.1 per cent in overall crime rate and a 39.7 per cent reduction in street crime.

State CID chief Asst Comm Raja Sharom Raja Abdullah said the gang, whose other members were former college students, would rent a car to stage their robberies.

“This allowed them to drive in search of their victims, mostly those walking alone. The victims are mainly from the Merlimau district,” he said.

To mask their identities, the gang members would don baseball hats and cover their faces during the robberies, said ACP Raja Sharom, adding that the members were known to brutally assault anyone who refused to hand over their belongings.

The unlikely attraction of Nepal's Killer Mountain

Towering above the pine forests of Nepal's Budhi Gandaki river valley, the mighty Manaslu is nicknamed killer mountain by locals because more than 60 people have died on its treacherous slopes.

The world's eighth highest peak may not be as famous as its bigger neighbours Everest and Annapurna, but it again proved with the deaths of at least nine climbers on Sunday that its ice falls and fickle weather are just as deadly.

"Manaslu is a stepping stone towards Everest," said mountaineer Dawa Steven Sherpa, whose Kathmandu-based trekking agency organises treks on the 8,156-metre (26,759 ft) peak.

"A lot of people attempt it before Everest because it's another 8,000m mountain, but it's less technical. Because it's an easier climb, people who want to attempt Everest often try Manaslu first to know what it's like to trek at that high altitude."

Ipoh adopts safety measures to prevent crime

IPOH: In a bid to prevent crime, the Ipoh City Council has taken initiatives to incorporate crime prevention features in the city’s environmental design.

Several hotspots were identified to be the receipients of these features. The hotspots included the D.R. Seenivasagam Park and Jalan Sultan Abdul Jalil (along the city council complex).

According to the City Mayor Datuk Roshidi Hashim, the features installed included metal fencings to block sidewalks, more street lights and safety mirrors to reduce the likelihood of snatch thefts and robberies in public places.

Following the installation of metal rails and streetlights in the hotspots, fewer crime incidents were recorded in the areas.

“Once the safety designs were introduced, the number of crime cases dropped drastically. We believe transforming more areas in the city with the safety features can help to bring down the city’s index crime,” he said after chairing the monthly full-board meeting recently.

The Council is now working with the police to pinpoint “black spot” locations which are quiet and badly lit locations making it easier for criminals to attack victims and escape.

Party drugs becoming increasingly dangerous

PETALING JAYA: Getting high on party drugs is becoming increasingly dangerous as the components in the cocktail of stimulants have become more deadly compared with the party pills available a decade ago.

A check with the Chemistry Department showed that since 2000, Ecstasy pills which traditionally used to contain up to 30%-40% of its active ingredient 3,4-methylenedioxymethamphetamine (MDMA) are now being added with other kinds of drugs such as ketamine (a type of anaesthetic usually used in animals) and methamphetamine or syabu (a stimulant).

MDMA and methamphetamine are synthetic drugs that act on the nerves in the brain causing those who take them to experience euphoria temporarily.

Chronic use, however, can cause confusion and depression and high doses of either one can also lead to fatal heart and liver failures.

Besides deadly drugs listed in the Dangerous Drugs Act 1952, the makers of party drugs also add caffeine as an adulterant or cutting (diluting) agent.

AIDS council condemns sexual discrimination

PETALING JAYA: The Malaysian AIDS Council feels that singling people out based on their sexuality is discrimination.

Its president Datuk Dr Raj Karim also condemned the distribution of the “guidelines” on how to spot lesbian, gay, bisexual and transgender (LGBT) tendencies in children at a seminar recently.

“We know all too well what the negative impacts of such practice can have on the lives of sexual minorities, especially those living on the fringes of society.

“It will drive them further underground and force them to live in greater fear of being ‘identified’,” she said yesterday.

It was shame that killed the baby

SHE hid her pregnancy for many agonising months. But when she finally gave birth, her “secret” unravelled in the most horrifying way when she flung her newborn out of the window of her third floor apartment.

On the surface, the infant was killed by her 20-year-old unwed mother. But look deeper and it is actually shame that took away that little baby's life.

Because this almost unimaginable act which took place on Sunday in the Desa Mentari Apartments in Petaling Jaya is an indictment of how our society treats unmarried mothers and babies born out of wedlock.

The 20-year-old, a factory worker, is not the first mother to kill her child in such a horrifying way. Last October, a 19-year-old restaurant trainee also threw her baby out of her second floor apartment in Selayang. That baby too was alive when he was thrown out. Other women have resorted to trying to flush their infants down toilets, throwing them into dumpsters or simply abandoning them.

Water crisis looms in Selangor

KUALA LUMPUR: Selangor will face a critical water crisis if the state government continues to block the construction of the Langat 2 water treatment plant, water management expert Dr Ahmad Zaharuddin Sani Ahmad Sabri said.

He said the Langat 2 plant remained the only alternative means for the state to have adequate supply of treated water because all existing treatment plants had exceeded their production capacity.

“Without this alternative plan, the people and industries in Selangor will run out of treated water as we have reached the maximum production level. We have come to the stage of requiring a new solution and new alternative. And in the immediate term, Langat 2 is the only solution,” he said in an interview.

Be cautious of scams while trading second-hand cars

KUALA LUMPUR: People looking to buy or sell their vehicles should be cautious of scams, warned MCA Public Services and Complaints Department head Datuk Seri Michael Chong.

He said he received about two complaints on used car scams every month, adding that there were 26 cases last year and over 10 cases this year.

“I have many cases in which the victims come to see me after buying second-hand cars because they were either stolen vehicles, had been involved in accidents or not approved by Puspakom,” he said.

The worst cases, said Chong, were those in which a seller would sell a car under an “instalment” payment to a buyer, who would then vanish with the car.

Tips on staying safe for women

The elbow is the strongest point on your body. If you are close enough to use it, do!

If you are ever thrown into the trunk of a car, kick out the back tail lights and stick your arm out the hole and start waving like crazy. The driver won't see you but everybody else will. This has saved lives.

The three reasons women are easy targets for random acts of violence are:

1) Lack of Awareness - You MUST know where you are & what's going on around you.

2) Body Language - Keep your head up, swing your arms, stand straight up.

3) Wrong Place, Wrong Time - DON'T walk alone in an alley, or drive in a bad neighborhood at night.

Women have a tendency to get into their cars after shopping, eating, working, etc., and just sit (doing their checkbook, or making a list, etc.) DON'T DO THIS! The predator will be watching you, and this is the perfect opportunity for him to get in the passenger side, put a gun to your head, and tell you where to go. AS SOON AS YOU GET INTO YOUR CAR, LOCK THE DOORS AND LEAVE.

A few notes about getting into your car in a parking lot, or parking garage: Be aware: look around you, look into your car, at the passenger side floor, and in the back seat. If you are parked next to a big van, enter your car from the passenger door. Most serial killers attack their victims by pulling them into their vans while the women are attempting to get into their cars. This is a good reason to park away from big vans.

VIS allows victims to state impact of crime before sentence is meted out

PETALING JAYA: Little known to them, victims have for some time now been allowed to state the impact of a crime before the judge decides on a sentence under amendments to the Criminal Procedure Code.

Under the amendments introduced from June 1, the victim or a family member can, on request, make a statement explaining the impact of the offence.

If the victim or a family member cannot attend a proceeding, the court might at its discretion accept a written statement, the A-G Chambers said.

Waves of flak over flag

PETALING JAYA: Several prominent figures have lambasted supporters of the recent Janji Demokrasi rally who “unveiled a new Malaysian flag” and stepped on photographs of the nation's leaders, saying that the action was against the principle of the Rukun Negara (National Principles).

Tan Sri Prof Khoo Kay Kim, one of the co-authors of the Rukun Negara, lamented the lack of understanding among a section of the nation's youth resulting in misguided acts against the accepted national symbols and values.

“I think the problem among some of the youth today is that they treat the flag not as a national symbol but as a joke. They don't realise that the Jalur Gemilang was decided and accepted by the people through democratic process,” he said.
