Umno Youth: Postpone AES

Umno Youth wants the Federal Government to defer the implementation of the Automated Enforcement System (AES).

Its head Khairy Jamaluddin said a review of the system was necessary to rectify weaknesses.

“The system itself is very good but from feedback, we found that there are too many weaknesses that need to be rectified. Among them are the locations and its practicality in certain areas.

“It isn't that we are not in favour of the AES. In fact, we fully support it as it can discipline road users. We only want to ensure the people would not be encumbered by the weaknesses if it is implemented now,” he told reporters after chairing Umno Youth's executive committee meeting at the Putra World Trade Centre here yesterday.

Khairy said the Government should also organise campaigns to educate the public on the necessity of the system.

“It is important that people understand the system clearly as it can save their lives, besides preventing the Opposition from playing with the issue to frighten the people,” he said.

Close call for motorists

Huge hole opens up on road after authorities fail to heed residents’ complaints

FOR six months, residents of Kampung Pulau Meranti here had complained to the authorities about a gaping hole in the road at the end of a bridge there.

Yesterday, the hole widened and part of the road across a two-lane stretch caved in. Fortunately no one was hurt in the incident particularly since many motorists use the stretch.

Motorists crossing the bridge across Sungai Rasau in Jalan Puchong had earlier felt tremors and saw cracks appearing along the road about 2pm.

They managed to avoid being swallowed up by the gaping 3m-deep and 3m-wide recess in the road.

A resident, who wanted to be known only as Hafiz, said he felt the road shook a little when he drove across.
He said the hole in the road had appeared more than six months ago and the villagers had filed several complaints to the local authorities, but no action was taken.

A ‘strategic’ place to pick up new recruits

Militant groups, including al-Qaeda, consider Malaysia among the countries favoured for recruiting new followers due to its strategic location, said a counter-terrorism expert.

Andrin Raj, the regional director for the International Association for Counter-terrorism and Security Professionals, said past lapses in controlling the entry of foreigners also allowed militant groups to use the country as a coordination centre.

“Malaysia is seen by the groups as a conduit where recruitment activities can be carried out, and is valued as a centre for coordination.”

Raj said Malaysians had been recruited not only by al-Qaeda but by other groups including Jemaah Islamiah and Hezbollah.

He said militant groups have been recruiting Malaysians as far back as during the war in Afghanistan against the Soviet Union (between 1979 to 1989).

“In the past, Malaysian recruits have been trained in Pakistan, Afghanistan, Egypt, Saudi Arabia, Yemen, Southern Thailand, Philippines and Indonesia,” said Raj.

Thieves drill their way to RM1m in jewels

KUALA LUMPUR: Thieves drilled through the back portion of a jewellery shop in Jalan Genting Klang here and carted away jewellery worth RM1mil.

The theft, which was believed to have taken place on Saturday night, was only discovered by one of the shop's employees at 8pm the next day.

The hole, which could fit a human, was found at the back of the premises, leading to a broken grille inside.

Sentul deputy OCPD Supt Othman Abu Bakar said those behind the heist could have monitored the jewellery shop for some time before striking.

“We believe the thieves used an oxy-acetylene blow torch to cut through the vaults,” he said yesterday.

The thieves, said Othman, had cut off the alarm system and close circuit camera (CCTV) cables installed at the premises before drilling and stealing the jewellery.

Key road cut off after partial bridge collapse

A bridge linking Kampung Pulau Meranti to Putrajaya and Puchong has partially collapsed, cutting off a key access road for thousands of residents in the area.

Hurricane Sandy: US states begin storm shutdown

Several states have declared emergencies, with tens of millions of people affected as schools are closed and transport services suspended.

Experts fear Sandy may become a super-storm when it makes landfall later.

Some election rallies have been called off, with Mr Obama warning affected citizens to hunker down.

International travel has been badly affected. Air France, British Airways and Virgin Atlantic grounded Monday's transatlantic flights to and from East Coast cities, including New York, Baltimore, Newark, Washington, Boston and Philadelphia.

Full moon

At 02:00 EDT (06:00 GMT), the storm was turning north, its eye swirling about 425 miles (760km) south-east of New York City, according to the National Hurricane Center.

With winds of 75mph, Hurricane Sandy, dubbed "Frankenstorm", is expected to bring a "life-threatening" surge flood to the Mid-Atlantic coast, including Long Island Sound and New York Harbour.

The prospect of merging with a wintry storm coming from the west during a full moon has many fearing dangerous high tides.

AES Boleh Kurangkan Kematian Jalan Raya

Petronas menjadi mangsa keadaan geopolitik global

U.S. may soon become world's top oil produce

NEW YORK U.S. oil output is surging so fast that the U.S. could soon overtake Saudi Arabia as the world's biggest producer.

Driven by high prices and new drilling methods, U.S. production of crude and other liquid hydrocarbons is on track to rise 7 percent this year to an average of 10.9 million barrels per day. This will be the fourth straight year of crude increases and the biggest single-year gain since 1951.

The boom has surprised even the experts.

"Five years ago, if I or anyone had predicted today's production growth, people would have thought we were crazy," says Jim Burkhard, head of oil markets research at IHS CERA, an energy consulting firm.

The Energy Department forecasts that U.S. production of crude and other liquid hydrocarbons, which includes biofuels, will average 11.4 million barrels per day next year. That would be a record for the U.S. and just below Saudi Arabia's output of 11.6 million barrels. Citibank forecasts U.S. production could reach 13 million to 15 million barrels per day by 2020, helping to make North America "the new Middle East."

Mohd Zin: S’gor roads poor due to reluctance to use allocation

SHAH ALAM: The condition of roads in Selangor are poor because the state government failed to spend almost half of the allocation given by the federal government to upgrade roads, said state Barisan Nasional coordinator Datuk Seri Mohd Zin Mohamed.

Citing the Auditor-General’s report, Mohd Zin said the condition of state roads were uneven and full of potholes as only 58.1% of the federal allocation had been spent last year.

“According to the A-G’s report, the federal government allocated RM375.9mil to the state government for the purpose of maintaining 16,013km of state roads.

“However, the state government only spent RM218.15mil,” he said yesterday.

Mohd Zin said the rest of the money were kept by the state, which resulted in a rise in its accounts.

“The increase in cash reserves is not because the Mentri Besar is good at managing finances but because he does not spend the money in the interest of the public,” he said.

Second wave in crime-fighting

The second wave of the Government's anti-crime drive aims to prop up the feel-safe factor among the people and give more muscle to the police force. Home Minister Datuk Seri Hishammuddin Tun Hussein talks about this push in the Government Transformation Programme in an interview with The Star.

Q: The Government promotes the fall in the crime index as a success under the Crime NKRA. However, there are still sceptics among the society.

A: When the Government Transformation Programme (GTP) was introduced in 2009, crime was a cause of concern. Hence, reducing crime was identified as a National Key Result Area (NKRA). A holistic approach was taken with specific targets or KPIs to deliver tangible results; i.e. to reduce 5% of the crime index.

The past three years have seen significant successes in the reduction of both index and street crimes. However, we realise the public remains sceptical of these achievements and have not “felt” the results. This is a challenge we understand and take seriously. This is not exclusive to our society; it's the same case in almost every society.

They say the proof of the pudding is in the eating and the Home Ministry is not only aware but has been engaging the necessary methods and approaches to ensure tangible outcomes.

Based on the current environment, what are the plans by the ministry and the police to address these issues and concerns?

72-year-old insurance agent shot outside house

A gunman fired five shots at a retired insurance agent outside his home, killing the 72-year-old victim in his car.

Fong Yen Chong was hit in the head when he, his wife and his maid were leaving their Taman Desa house in his car at around 9.10am yesterday.

Fong died on the spot while his wife also suffered a gunshot wound.

“Initial investigations showed the gunman had come in a Proton Waja and waited for the victim to leave the house before opening fire,” said Brickfields OCPD Asst Comm Wan Abdul Bari Wan Abdul Khalid.

“His wife was slightly injured in the incident,” he told reporters at the scene yesterday.

A neighbour, who declined to be named, said there had been two previous shootings at Fong's house.

“Several shots were fired at the victim's house on the first day of the Chinese New Year early this year.

“Another incident occurred some time last year,” he said.

The Star journalist Fintan Ng, 38, said he and a friend were taking a morning walk in the neighbourhood when they saw a commotion outside Fong's house at about 10am.

“When we arrived there, I saw the victim lying in a pool of blood in the driver's seat,” he said, adding that he also saw a police forensic team there.

Those with information on the case should contact the police hotline at 03-2115 9999 or the nearest police station.

Women in rural areas in need of regular check-ups

KUALA LUMPUR: One of the major challenges in fighting breast cancer is getting women in rural areas to go for regular check-ups, said Pink Ribbon Wellness Foundation chairman Dr M. Devanand.

“Many from rural areas are only diagnosed during the third stage of the cancer, while those from the city are more likely to be diagnosed during the first or second stages.

“Women in rural areas may not have access to the same information and facilities we have in the city.”

He added that about 50% of Malaysian women had been detected with cancer during advanced stages as they did not go for regular check-ups.

“We are also seeing more younger women getting breast cancer. This is worrying as cancer is more aggressive in younger people,” he said during the Life Beyond Breast Cancer International Symposium here yesterday.

Dr Devanand lauded and thanked the Government for announcing free mammograms for selected groups in Budget 2013.

JOHOR BARU: A 21-year-old drunk worker tried to end his life by jumping off the fourth floor balcony of a hotel in Jalan Tebrau here but failed as he landed on an emergency air mattress.

Johor Fire and Rescue Department assistant director of operations Hamid Suari said they received a distress call at around 6.30am yesterday and 18 personnel and three fire engines were rushed to the scene.

“When we arrived, we found the victim in a drunk and emotionally unstable condition. He was standing on the ledge of the balcony,” he said.

The commotion attracted a large crowd of onlookers and even prompted some to stop their vehicles to witness the drama.

Hamid said his personnel as well as the man's mother, wife and friend tried to persuade the victim to come down.

“The friend managed to hold on to the victim's arm but he struggled to free himself and jumped off the ledge at around 7am and landed on the inflated emergency air mattress.”

“He did not suffer any injury. He could walk after getting off the mattress,” he said.

The victim, identified as Wong, has been sent to Hospital Sultanah Aminah for treatment.

Israel and US send Iran a "Signal"

The United States and Israel are set to launch a major military exercise in a show of unity aimed at Iran, despite friction between American and Israeli leaders over how to counter Tehran’s nuclear ambitions.

The air defense drills, dubbed “Austere Challenge 2012,” will unfold next week and last about three weeks, with 3,500 U.S. troops and 1,000 Israeli forces taking part, officers said Wednesday.

“This is the largest exercise in the history of the longstanding military relationship between the U.S. and Israel,” said Lieutenant General Craig Franklin, 3rd Air Force Commander, who is overseeing the drill along with his Israeli counterpart, Brigadier General Nitzan Nuriel.
“This exercise will improve the cooperative missile defense of Israel and will promote regional stability and help ensure a military edge,” Franklin told reporters in a teleconference.

But the drill is about more than missile defenses.

Meningitis Outbreak: 19 Dead In 15 US States

American health officials from the Centres for Disease Control reported the four new confirmed deaths late Wednesday - two in Tennessee, one in Florida, and one in Virginia.

These latest figures come after Federal investigators from the Food and Drug Administration (FDA) searched the New England Compounding Centre (NECC) for several hours on Tuesday.

FDA spokesman Steven Immergut said the raid was part of the investigation into the meningitis outbreak, which has affected 15 different states.

Nearly all the victims had received steroid injections for back pain supplied by the NECC, which is based in the Boston suburb of Framingham.

Company lawyer Paul Cirel said the raid was unnecessary and that "asking would have produced the same result".

He said: "It is difficult to understand the purpose of this search, since we have been clear that (the NECC) would provide, and has provided, anything requested. We've been clear that warrants weren't needed."

It’s a cry for attention, says psychiatrist

The couple who blogged about their sexploits may just be a plaintive cry for attention, said a psychiatrist.

Psychiatrist Assoc Prof Dr Andrew Mohanraj said what both Alvin Tan, 24, and Vivian Lee, 23, were engaging in was definitely not consistent with societal needs and norms.

“When they do this, it is a cry for attention. This may be to show that they are frustrated with things in life,” he said.

However, he said that how the personalities of Tan and Lee clicked with each other could have also provoked their decision to publish their sex life on the Internet.

“Maybe it is the type of personality that the both of them have. They both get a rush from scandalising and outraging others.”

However, he denied the popularity brought about by social media as being the cause for such behaviour.

Don’t politicise Automated Enforcement System, urges Kong

PUTRAJAYA: The Transport Ministry has urged politicians not to politicise the Automated Enforcement System (AES).

Its minister Datuk Seri Kong Cho Ha said the Government's initiative was to ensure motorists adhere to traffic regulations.

“State governments should act responsibly and not put the people's safety at risk by not cooperating with the Government in this project,” he told a press conference yesterday.

Penang Chief Minister Lim Guan Eng has announced that the state would not implement the AES until it was satisfied that the project was beneficial to the people.

However, Kong said “So what is there for them to not approve? This is a political game (for them)”.

Kong stressed that the system was not aimed at generating profits for the appointed companies as claimed by certain quarters.

FACEBOOK LUBUK PENJENAYAH CARI MANGSA

Antibiotics overuse can kill

PUTRAJAYA: The tendency of Malaysians to pop antibiotics as a quick fix to a range of ailments can lead to antimicrobial resistance that can kill.

Health Minister Datuk Seri Liow Tiong Lai said the use of antibiotics among Malaysians was rising and the number of cases of antimicrobial resistance or AMR has increased steadily.

He warned that injudicious prescription of antibiotics can cause AMR, meaning that the drug may no longer provide remedial effect against the microorganism which caused the sickness concerned.

This meant that patients would face greater health costs, possibly even risk death, when their bodies failed to respond to the standard treatment of antibiotics when it was truly needed, he said after opening the Annual Scientific Meeting on Antimicrobial Resistance 2012 here yesterday.

“A study in 2008 involving 82 public clinics and 17 private clinics showed that the antibiotic prescription rate for upper respiratory tract infection was 46.7% among private primary care clinics and 27.8% in public primary care clinics,” Liow said.

4 Million Klang Valley Residents Face Risk Of Arsenic Attack

PR Selangor Government can no longer deny that the state might face catastrophic water crisis in the near future as clear evidence shows the issue of lack of water in reservoirs.

Previously they tried to belittle the issue by saying that it was Barisan Nasional's political play, but their tones suddenly change and since then, they have been trying to convince rakyat that they have their own strategy to solve the issue.

Few of them include implementing the could seeding method and using water from used  mines to cover the demand for water supply around Klang Valley. This matter was stated by Selangor State Exco, Dr. Xavier Jayakumar.

However, both of the solutions proposed by PR Selangor are simply impractical. This is because the could seeding method cannot guarantee a hundred percent success. Even if it works, it could not solve the main problem which is not the lack of raw water, but treated water.

The same thing goes to using mine water as solution because mine waters contain high level of heavy metal other than bacteria and microorganisms which could be hazardous to consumers. The heavy metal which element which brings worry when it comes to mine water would be Arsenic metal (As).
Arsenic could cause various illness including liver disease, kidneys and various types of cancer.

The World Health Organization (WHO) had set the safe amount for inorganic arsenic is at 0.01mg/l. Despite that, a few countries around the world have very high level of arsenic in their water, some goes to more than 200 times the number given by WHO.

Crime fighters must be seen in action

On Sunday, thieves broke into the office of Datuk Lee Chong Wei at Bandar Puteri Puchong and carted away several computers, including one which contained the pre-wedding pictures of Chong Wei and former national shuttler Wong Mew Choo.

Chong Wei is currently away in Odense for the Denmark Open and has promised not to let this incident affect his performance, nor his big day on Nov 10.

Because Chong Wei is a national icon and celebrity, this report will certainly generate more attention than other reports of break-ins and petty crimes.

Last week, three parang-wielding men attacked an 18-year-old teenager in front of his house and drove off with his Myvi. The incident was recorded by four CCTVs installed at the home in Subang Jaya.

In The Star itself, one senior editor was a recent victim of carjacking, losing his new car just a short distance from his house. Another senior manager was traumatised last week when four masked men robbed her at home just as she and her family were settling down to have dinner.

Man beats red light, knocks down m-cyclist and worries about his car

KUALA LUMPUR: A man who ran a red light along Jalan Bukit Bintang ended up crashing into a passing motorcyclist and instead of checking on the victim's condition, the driver was more concerned with the dent on his car.

The escapade was captured on a dashboard camera by MCA Public Services and Complaints Department head Datuk Seri Michael Chong who was in his car behind the driver then.

“I was outside the Yayasan Tun Razak building at around 2.30pm last Friday when the man overtook me just before the intersection.

“I thought he would stop as the light was red but he sped past and crashed into the motorcyclist who was coming in from the left,” said Chong who showed a footage of the incident during a press conference yesterday.

In the video, the man in a white Perodua Alza was seen overtaking Chong before speeding past a red light and knocking down the motorcyclist.

Well-used tiled walkway in heart of PJ broken and filled with holes

PEDESTRIANS using the walkway along the ramp from the Federal Highway (Shah Alam - Kuala Lumpur) heading to Jalan Utara and Jalan Barat in Petaling Jaya are fed up with its condition.

The tiles along the walkway are broken and filled with holes. The condition poses a danger to those getting down from the buses and walking along the path, especially older folk and those in a hurry and not so careful.

Women in high heels are especially vulnerable as the heels get wedged in the holes.

S. Virginia, 42, said she had seen many people tripping, especially during rush hour when there were many people using the walkway.

“Besides being dangerous, it is also an ugly sight as this area is in the heart of Petaling Jaya,” she said.

The walkway is well used due to the Asia Jaya LRT station and the many buses plying the route from Shah Alam and Klang to Kuala Lumpur,” she said.

Good hygiene campaign has many pledging to wash their hands before digging in

KUALA LUMPUR: Many people pledged to practise good hygiene in conjunction with Global Hand washing Day yesterday.

They pledged to wash their hands before eating at the Unilever Malaysia Lifebuoy brand campaign Malaysia, Jom Lebih Sihat!

Under the campaign, 400 employees of the company will try to collect at least 50,000 pledges from people in the Klang Valley.

Deputy Health Minister Datuk Rosnah Abdul Rashid Shirlin, who launched the event at KL Sentral, said the programme was integral to creating a society that embraced good personal hygiene.

“It is heartening to see corporations contributing to society,” she said.

Among the first to sign the pledge was Australian tourist Lorraine Stone, who believed that hand washing should not only be done before eating.

“I am used to washing my hands many times a day. People need to know how important it is, since diseases can be transmitted even by rubbing one's eyes,” she said.

Immigration officer Archana Mittal, 37, agreed, saying more people, especially those who travel frequently, needed to wash their hands often.

“Even when I am not travelling I still wash them every now and then,” she said.

Pledges were also gathered in Columbia Asia Hospital in Puchong, selected shopping malls, and online via Lifebuoy's Facebook page.

SIAPAKAH SEBENAR MAT INDERA?
